A couple of those ("HGV's" and "taxi's") could be argued to be following old conventions. (See http://www.stuff.co.nz/opinion/461880 for a linguist's explanation.) Most of them are just incompetent, though. Especially "NO 4 Weeler's".

Gosh, that reminds me of when I was looking at camel safaris, and found a website with the following text (copied verbatim):

  • Booking's of three or more people for all safaris.
  • Safaris may be cancelled due to unsuitable weather condition's.
  • Safari time's may vary in summer months.
  • Please state any special food requirement's.
  • Price's subject to change.

I've only just got out of rehab.

I've just found a page that combines two of your favourite subjects - Leuven and apostrophe's - er...apostrophes :-)

http://leuven.co.nz/events.htm

Cycling is to the Belgian’s, what Rugby is to New Zealanders. With such famous cycling hero’s as Eddy Merckx - snip -
Wellington has an ever increasing number of cyclist’s and we at Leuven recognize this.

Also, see bottom of every page on their site. Where exactly is Featherson Street (sic) ?
